Ok is it common to not have headlights on until after you start your scooter?

I know on my Roketa 250B the low beam comes on with the key switch and stays on (there is no way to turn the low beam off). I think most scooters are like this because in most if not all states it is a law to have a head light on while riding a scooter and motorcycle.

On your scooter, yes. They will only come on AFTER you start the scooter. It's due to a diode in-line between the rectifier and the headlights. I actually changed my diode out for a relay, so the headlights come on when the key is on. Reason I did it is for steadier light output. At low low idle, since the lights were previously driven off the stator/rectifier, they'd blink a little bit. Relay made it so they would feed off battery power and smoothed out the voltage. Also, for whatever reason (probably due to a bad diode), the relay seemed to increase the charging voltage to my battery a tad bit.
JR will be able to offer more complete info on this.

It comes on as soon as I start my scooter but is not on just turning the key on.

That is correct operation. No power will come out of the stator or rectifier until the scooter is actually running. Headlights are driven off the stator, so they won't come on until it's running.
Things like your turn signals however are driven off the battery. So if they key is on, scooter off, the turn signals will still work.

Strange my Jonway yy250t will let you have any light on as long as the ignition is turned on. I prefer it that way as I can switch headlights off when I start up.

Redstreak, Flyscooters (Znen) and now some Jonway bikes (2010) do have headlights that come on with the key switch, engine off, so this does not apply generically to all scooters JR.

All my 2008 Flyscooters and Lance scooters (Znen) had the lights on when key on, in 2009, all my Znen bikes had to have the motor running for headlight to work. The Flyscooter La Vie and Lance Milan seems to burn up bulbs with either system.

Well as i said my Jonway was that way since new. I think it it wired that way. Only globe that went is one of the parklights (those two on either side of the mains) New battery needed a month ago after the old President battery packed up. Starts up even before I have time to remove my finger from the start button.

Well my Ice Bear PST150H Trike i can turn on all the lights when I turn the Key On. I can also shut all the Lights when its running. So My switch and or switchs for low and high beam and or running lights I can control at any time. Alleyoop

Zugzug is right makes a big difference on what the problem is if they Flicker or Actually Dim and then Brighten up. If it Flickers check the connections to the lights they are probably loose also check the ground wires. If they Actually Dim then it probably has something to do with your Chargeing System. If its the Chargeing system there are Videos on this forum under Tech Data that shows how to test your Chargeing System. Alleyoop
