The Hub inside the Wheel for your Brake is Out of Round, that is why when you adjust the Brake it Drags in one part of the Rotation. Many, Many many of them are Out of round from the Factory Brand new. its very common. Mine was and I bought it and I bought another Wheel and Its Hub is Out of Round. you simply cannot adjust the brake up without them dragging .

You shouldn't have to take anything apart Raise the rear wheel off the ground and with the belt Off spin the rear wheel. you do have gear lube in the gear case correct? If ya have a munched bearing you will be able to tell juts by spinning the wheel less the belt.and that won't cause yu to break belts. What brand of belt are you using? Pictures would really be a big help.. Here is what inside

Your Mechanic doesnt have a Clue. this is beginner, room 101 group A1A for some so called Mechanic. The Holes are to Lighten the Cam Sprocket, its Rotating Mass, Its Costs Money$$$ to drill the holes. Hard to find some cam sprockets for cycle tav that Don't have the holes in them. Here are some very high quality Cam Sprockets for my CBR by APE. Guessing you can't get the Cam chain on the Cam? There a bunch of you tube videos on GY cam installation.

How did you Time the Cam? You do know you needed to line up some marks on the Cam Sprocket correct?

Question, I was looking at the Leo Vince web site and only found listed a Exhaust for a Super 8 50 Two Stroke, I didnt see any Super 8 50cc Fours Stroke. Do you have the Two Stroke pipe on her? can you post a picture?

Take the Belt off and run it that way and see how she Tachs up. Have you worked the throttle at the carb directly with your Hand to make sure the Carb is Opening all the way? Also you need to get a cheap tach for her so we really know what kinda rpm's she is pulling, its also need to tune the Var correctly..

Most likely your Valves need adjusted. they should have been done when the Scoot was uncrated. at 700 miles its Overdue.. From what you describe sounds classic text book case of valve adj.. The Valve Lash comes tight from the factory, so once you have some milage on them the Lash or Gap closes to Zero Clearance and once the engine heats up the Exhaust Valve Wont Close all the way and you lose power and she dies, then once she cools down will start back up then do the same thing again. There a a bunch of videos on how to do this.. Good Luck

Oposite on the Jetting, Have to fatten up the jetting for a hot rod exhaust..

You need to replace the seal, that rubber washer maybe the seal coming apart Take and post a picture..

Diver! Dude, thanks for showing me the way of AWESOME! Really, that looks soo good! No, I don't intend to do that mod. On this scooter, at least. But it's awesome to learn more of the what and why of the things. Such as the what and why of the CVT cover. Makes sense. The drastic difference with the cover vs your modded setup, is a huge improvement. I can't wait to throw more ideas, onto my scooter and post the results. All good I just really enjoy helping others with my areas of expertise. Wanna talk temps? take a temp reading off your cvt cover in the summer and talk to me. Again Heat is the enemy of the Belt.
