I would wait until the scooter has more miles on it. That scooter is more than capable of higher speeds. If it still doesn't roll faster at 500+ miles then look into an intake or exhaust restriction. 150cc scooters aren't restricted, 50cc scooters are sometimes restricted to 30 mph.

Depending on how long it's been together. At worst it will require some persuasion. Use something to protect the shaft so it doesn't mushroom the shaft while applying force.

You don't need the VIN number. On the lower left hand side of the engine is a number. If it says 39QMB it's a 50cc. If it says 57QMJ It's a 150cc. The 39 or 57 is the bore size in millimeters.

Kill switch, CDI, coil, trigger on flywheel, stator..All will have to be checked one at a time.

Start checking electrical connections. Possibly a plug isn't completely tight enough and shaking the scooter might just helps bring it together.

If this scooter isn't that old then the dealer should be fixing it under warranty. Scootstar is a division of Alliance Powersports the importer also for Lance and SYM products. If it isn't I would be looking at the valve clearances and the carburetor. If the valve clearances have closed up you will have low or no compression. If the carburetor has gotten dirt in it then it might need to be cleaned. Possibly the choke isn't working properly. Have you sprayed starter fluid into the carburetor?
Before you do those things call the dealer. It could be a cheap and easy fix that will cost less than dumping the scooter for a loss.
