Have you checked for vacuum leaks in the intake or emissions system. Also that the exhaust pipe is clear and not dented. YOur issues sound more air and gas flow problems than electric.

Either you have a clogged jet in the carburetor or a cracked intake manifold, broken vacuum line or a clogged gas vent in the tank or gas cap.It sounds like you have a massive lean condition going on. Spray WD-40 on the carburetor and intake manifold. If the engine picks up speed you have found the problem.

Are you sure it's not the carburetor float bowl drain tube. There's supposed to be a threaded plug in it that falls out sometimes.

Just keep an eye on it and listen as it runs. Do the oil changes and valve adjustments as time demands. Youtube has videos for pretty much everything you'll need to know.

The only advice I can offer is to get in touch with the people at Bintelli motor scooters. They sold Adlys in this Country for a couple of years. Adly sold the Thunder bike which is related to your Lambretta for a few years too. Do a deep dive on google and Ebay to see if there's any help there. It was made in Taiwan and to be so broken is pretty indicative of how the last owner treated it.

Check for a cracked vacuum line. Also when it was filled was it overfilled? If it was possibly the evap canister got filled with gas and now the tank lost its vent.

Check for power with a volt/ohmmeter in the wires to to headlight and tail light. Also don't discount bad bulbs. Even if they look okay check for continuity through the bulb.

A vacuum hose connected to the carburetor is leaking or the intake manifold is cracked. It's definitely air getting in and leaning out the mixture as revs rise.
