Take it to the dealer. It could be as simple as a valve adjustment or an air leak in the intake tract.

I can't tell you if it will hurt anything but the only thing that I would think is that directionals are intermittent it shouldn't hurt to try. Make sure that you use a fuse in the lines to prevent overload.

It won't start on the starter if the brake light switches are non functional. Somewhere there's an open circuit. Check the continuity at the switches and the wiring. If an open exists somewhere that's the problem.

Dry speedometer cable? Make sure the speedometer cable isn't caught on something.

Try tracing the lines and see what component it goes to. One probably goes to the fuel valve. The other might go to an emissions component and might not suffer for the loss of vacuum. Maybe see if a T fitting is available to connect both hoses.

Playing with the carb might not be the answer. Look for a cracked intake manifold or leak in the vacuum lines. The best way possibly is to start the bike and listen for a hissing noise. That could lead you to the leak.

When you pull the brake lever does the brake light go on? Does that scooter have a kick start lever? Have you tried kick starting it. Have you tried pulling both brake levers? If the brake switch is bad the starter circuit doesn't work. Do all the lights work?

If you can get one from a dealer in your price range that is always your best bet. You will have someone to take it to for parts and repairs. Scooters aren't cars. They require regular maintenance.

You may have to start playing with the main jets. The jet in there could be too big or too small for wide open running. An accessory carb may not be set up for the bike and needs a little tweaking.

Go on the web for GY6 50cc service manuals. Also YouTube. The best I can tell you is to look for open attachment for the hose. If you could post pictures of the hoses that would help.
