Gray oil? Crank bearings, connecting rod bearing? Silver or gray oil usually indicates lots of metal particles...cam chain guides eaten up oil pump gone etc
If you put gas into the spark plug it must fire...if you have sufficient spark...and compression
How did you test the compression?

The 152QMI & 157QMJ engine use the same shaft stock...
The engine cases are the same...

CCA is only important if you live where I do in Canada .. it is a measure of the batteries capacity when very cold...it is meaningless in Florida
The AH is the figure you need 7AH is OK for that scooter

Sounds like you have a problem with the starting motor or the solenoid...the noise could be a loose screw that holds the stator in place. There are magnets in there and the screw gets held by the magnets and rubs on the flywheel.
I think you really need to find a decent mechanic...you will likely need special puller tool for the flywheel

A new GY6... never even run... should get at least 150 psi compression...
100 psi and the engine needs a rebuild

Many service stations also have what is called a 'PIG' basically a tank of air that will hold maybe 100psi at 4 or 5 CFM . If you can't bring the scooter to the station take the air to the scooter...I have done it many times...
Most places it is free.. you may have to pay a deposit on the tank

Great tip cruiser!
Many service stations have compressors that will deliver the cubic feet of air needed, but many of the new stations have tiny compressors that don't deliver the volume of air needed. So you may need to pick your station...
If they do auto repairs.. they usually have a big compressor..

I have used their other product POR15 and it worked well... there are many of these types of products basically a metal/ceramic filled plastic.
I don't think it can replace aluminum tig welding in most applications in an engine but it might work, depends what you want to do with it...

A big C-clamp and couple of boards, a stem puller or vise-grips and an air compressor capable of 30 psi or more
