when you say changed the air filter. Was it an exact replacement or maybe something that look similar? I bet the new filter is too restrictive.

are the vac and fuel lines from the china factory or have they been changed?
John(jct) is correct about the popping on decell.
a cracked air box or inter connecting tubing will allow air in that will lean things out. cover/restrict the air intake on cold starts see if it helps.

well we got white powder yesterday and of coarse the snowblower electric start would not work. I worked that in the in the snow. Then it was still a no start, had to change the carb. The I got to blow the snow in my face till I got my full face helmet.
How was your walk?

That looks like the stock flywheels. I would do as JCT said line it up TDC make sure the cam and crank marks line up together.
