Problem solved, just had to keep trying it. It sat a couple weeks while we waited for the part. Guess he just had to get fuel pressure built back up or something, must have drained back to tank. Running fine this morning but took a couple tries to start.
I'll post a pic after he gets back from college today.

My son has a Tank scooter. Seems to be a 250. Engine identification plate says it is a TK250T-2. Made July 2006.
Scooter kept dying on him and blowing the old glass fuses at the battery. Replaced the fuse setup with a mini blade fuse assembly. My brother (auto mechanic) recommended we replace the voltage regulator so we did. Scooter turns over but doesn't seem to have enough power to actually start. Battery is good and we checked it with a battery tender. I have experience working on cars but not scooters but my brother or I can do the needed work. It has plenty of gas - 1/2 tank.
Need more ideas what to check and someplace to find a manual online for it.
