It all depends if your new tire is out of balance.
The last 7 or 8 pirelli tires I have installed needed no balancing at all. The smaller dia tire you have the less chance of out of balance there is. Cheap tires are going to need help a lot more than the better tires too.

And....the yellow dot is the lightest spot on tire, it goes next to the valve stem.

My understanding is just about any small round balls will work, such as steel bb gun bb's! Don't think I would try them though but some people have. You could just mount up the tire and try it. One shop I used to go to quite a few years ago used to use a rope with a big knot in it. thread it through the wheel in place of the axle the tie it up in air and see if the tire is level. If not start laying weight on the outside of rim high side till it goes level.
If a tire is out of balance it will let you know real quick when you ride.

Do not use bb's! They are cheap steel that corrodes very easily. If you let the scoot site for even a short period they can corrode and stick together into a solid clump. If you think an out of balance tire is bad, try that. Also if your rims are aluminum they will react with it causing even more problems.

I first heard of dyna beads when my buddy told me they use them in semis were he works. I have a customer using them with good results. This video explains them

I installed dyna beads in the tires that came on my scooter by using a 6" C-clamp to break the bead, a small funnel, and a piece of fuel line that I had taken off the scooter during the PDI. No need to remove the wheels.
Have also put them in through the valve stems on my motorcycles, while the wheels were off. The C-clamp method is just as effective....and maybe a bit easier.
PS: I agree with richardv, don't use BB's

This is my favorite dyna-bead demo, really shows how well the concept works:

No reason they would not work inside a tube. Actually in a truck tire I would be willing to bet a dozen golf balls would do it too.
