You might check to see if your fuel vent is blocked. With a quarter tank, take off your gas cap and put a rag, so that it doesn't splash everywhere, and go for a drive. I had a problem like this. I drilled a hole in my gas cap and it allowed it to breath.

I don't have an overflow. If I over filled it the fuel would get sucked up the avaporation system and soak the charcoal canister. It caused problems. I plugged it all and then drilled a hole in my gas cap.

January 28th. 2012.
sprocket helped me with the SAME PROBLEM that you are having!
The petcock was TOO high on the frame to allow fuel to the carb. And I used an after market (larger) fuel filters! I lowered the petcock to the bolt for the inner fender mount. I replaced the larger filters with the smaller stock fuel filters.
2000 miles and has not failed me once!

But I really what to hear what some of the more experienced folks sauy Cheers lefty2
