I think it depends on what scooter it is. If it is a chinese scooter from 9 years ago (circa 2003), it could be difficult to find replacement parts for. If you can find the make/model/engine, it would be helpful!

You forgot to mention what size engine the scooter has.
Since you failed to list where in the country you live, others in that state can't advise you on your states laws regarding getting a scooter registered that has set for 9 years with no tags. Some states have penalty's that some one will have to pay before tags get issued.
At the least you will need to clean carb/gas tank, replace tires, replace battery, and do a complete PDI including replacing all hoses. Then find out why it quit running. John

It's worth a lot more than that! I'd buy it in a new york minute!

That should be a good investment. I have a yamaha riva 180 I bought maybe 3 years ago. I like the body styles of those older scooters. I paid either 5 or 600 and had to replace tires, the battery lasted another year. I am going to have to do some hunting on it as it has a real slow gas leak. you can smell gas when it sits in the garage and if left unattended for a month you get an empty tank. not enough to drip on the floor though. Thats one thing that can happen to an older scooter, not the end of the world but probably a hose that got hard and cracked. If you don't buy it at least let the forum know where and who to contact on it. john

Good buy that will be. Try to get it for cheaper. Walk in there with 150$ cash and tell him you want it but it needs allot of work and new parts which that's not a lie its going to take a bunch of inexpensive parts.

I also like how it has a gas pedal and the spedo actually shows the true speed that it could achieve. I like how i can top out at 65 but my spedo says it can do 90 lmao yeah if i strap a jet turbine on it...... not a bad idea

>>I also like how it has a gas pedal That is the rear brake pedal...it takes getting used to in a panic stop.. the inclination is to put your feet down on the ground, but you can't on this scooter... You will need to replace all the rubber and battery for starters... the carbs on those had enricher problems and they can be flakey.. just so you know... I would guess you will need to put $500- $600 into it , but then it should be worth 2 times that... Here is the service manual..1987 was the last year they were made... www.motorscooterguide.net/Manuals/Honda_CH150_Service_Manual.pdfGood luck Nothing GY6 will fit it.. however electrical components and the CV carb can be adapted...

Parts will be a problem...maybe call Honda dealer and see what they still have or can order...
You may find it will turn over... or it could have a blown or seized engine.. who knows!
Read the service manual... and start doing research on these scooters.. there are specific forums for them too...which would probably be a better source of direct help...
Lots of people are buying these to restore.. but then they also have lots of bucks...if you get it running you could also do OK selling it...
Don't believe the mileage.. the brake pedal wear says it has many more miles on it than the odometer is saying...hard to tell from that picture though...
