After getting the shimming gaskets and got everything straight. Now my main issue is that one of the valves is sticking open, I thought it was the A14 cam at first but I place the factory cam back in it and the same valve still sticks open. What do you think is the problem or the fix for the problem?

the valve is most likely bent you need to pull it out and check the stem of the valve if it is then you will need to replace it how does the piston look is it damage?

Tell us some history. How long have you had the scoot. Miles on it when you got it and now. recent history. How long set up for the winter. Etc. Something is making the valve stick. Probably bent from hitting the piston. How many miles on the new cam? probably put together wrong when you put the new cam in - or the cam is not right. Is it the original head or a new head to match a BBK.
Got the idea?

Scooter has 2000 miles on it and I took the engine down last week, the head is stock, and the A14 cam has no miles on it. I did not buy a head to match the BBK because I thought I could use the stock one. Is there a special tool to remove the valve or can I use one that mechanics use for auto's

Without some kind of valve spring compresser, I doubt you will be able to remove the keeper, at least not safely. Valve springs are quite strong and these are double springs.

ou can make your own valve spring compressor using a lagre C clamp you will need to notch the flat pad end of it so it will give room to remove the keepers place the notch end on top of the spring and the screw end will be on the head of the valve and tigthen to screw until the keepers can be pulled out

You bent a valve when the piston crashed...
