Here is a NGK Boot cap is that what you have? I have yet to see a china scoot with a Boot cap that does not screw off and on. So grab the wire and see if the Boot Cap is nice and tight on the coil wire. Sometimes they come loose and will not grab the wires inside the COIL WIRE. In that case Unscrew the Boot Cap and cut about 1/4 of an inch off the actual coil wire to get at the good wiring inside and then screw the Boot Cap back on. The Boot Cap has a Screw built into it that you screw on and off the actual COIL wire. It would be to costly to make a coil all in one piece and especially for a scoot. Heck most us cars are the same you can replace the wire or the boots on them. Alleyoop

Here is pics of the plug. The scooter rode to school at a steady 35 most of the time. I only had to throttle up maybe an 1/8th to 1/4th to reach top speed. Any higher and no gain at all, but no stuttering out or lose of power either. Here is a pic of the exhaust pipe ... seems restricted on one end? this ring was on the part of the pipe with the smaller hole. should i remove it? The ring looks jacked up with jagged edges. it doesnt look to be oem. Fan housing issue? will this cause problems? Throttle cable doesnt reach all the way to the stopper. should i adjust it to go all the way? And I think this is the model of engine I have.

The fan Fan is hitting the Fan housing. Is that the original FAN on there? May be an aftermarket and is the wrong one to big. Everything else is fine the ring is to seal it so it does not leak and suck air in. It it does it will start to backfire on you.
As far as the throttle cable is concerned adjust it to that you have 1/4 of an INCH PLAY on the HANDGRIP before it ACTUALLY PULLS on the cable. You can check if twisting the the handgrip all the way if it is opening the BUTTERFLY all the way, by turning the Throttle control wheel by hand all the way open and holding the throttle WOT and then let go of the CONTROL WHEEL it should not move from the open position and close a little. it closes back a bit from wot. Hope im talking about the right thing. its the cable that pulls the thing near the flywheel.
I took off the cvt housing and noticed the ring on the variator ugh. Time to find a impact wrench......... What socket is the bolt?
The fan housing was missing a bolt. remedied it

i noticed you have no insulator ( rubber "boot") on the end of the sparkplug wire that slides over the spark plug. moisture is part of your problem. without the insulator,, even humidity will help the spark to short. the spark is veery high voltage. and will take the path of least resistance. i am surprised no one else noticed the lack of insulator. the ring at the exhaust is a gasket, you need that or some form of heat resistant gasket. What engine do I have? The only lettering i found is in that pic above 3xy00 49cm google brings up a honda spree ?

See the Part wheel that the Throttle cable is attached to, grab that wheel and rotate it clockwise until it stops and your Throttle cable all the way open. Then release the Wheel and if it moves your throttle cable is NOT opening the butterfly all the way, which can cause loss of top end speed. Those numbers you put up is the size of your piston 49cm. That is NOT the type of motor you have the motor if it is stamped is on the Kickstand side right under the CVT on the motor. Alleyoop Alleyoop

How about picture of the scoot so we can match it up. Do you know what year it is DO YOU know if it is a 2 StROKE or 4 STROKE if it is a 2 STROKE you do NOT have a CARB LIKE I PUT UP.
ANSWER THE FOLLOWING QUESTION:
The Throttle cable is it attached to a BRACKET on the SIDE OF THE CARB like the picture above OR is the THROTTLE CABLE going into the top center of the CARB? Alleyoop

I have adjusted the carb and it is at its highest rpm's for the air screw and set the idle to right before the wheel spins. My current issue is i can do 35 mph again BUT i cant always get to 35 on flat land. My speed fluctuates. the bike doesnt stutter or die, it just doesnt go 35. only when it wants to?
Also going down hill if i am at 35 mph my bike doesnt go any faster (cdi restriction?)

Well that scoot should be good for 40+ mph. Have you changed the MAIN JET in it? Hear they come with really small main jets not ENOUGH GAS, also the air box does maybe needs to take th restrictor off to allow more air in as well. Alleyoop

where would the restriction be in the box? I havent changed any jets yet... which size should i start out with?
The "dealer" i got it from originally said it did 40-45 but when he had his mechanic go over it he said its 35 mph but for another 100 i can derestrict it

You should of taken him up on it for 100.00, because he would have to set it up to crank.
Changing jets is a trial and error situation try a #80. Also take open the air box and there will be an tube for the carb to get air it is probably really small in diameter. take a picture of it opened up. Yea those are nice fast scoots it should be cranking unless it has lost some compression and it will not make power anymore. How many miles on it? Alleyoop

That VIDEO you have on page 1 or two we cannot see it because you have it set as PRIVATE. Also have you checked the VARIATOR to see if it has a WASHER to restrict the belt from climging higher in the Variator?
There are only so many restrictions they put on them. Also the INTAKE can be restricted where the carb mounts to. Alleyoop
