You have the vertical 244cc engine, not the horizontal. Your thermostat is in this housing:
Using your picture the thermostat is here along with the gauge sensor:
Unfortunately, this is your coolant pump impeller:
That is not supposed to be gunked up like that and I'm sure that is a major part of your problem. Give me an hour or so and I'll get you some information on cleaning that up.

This is the start of the cooling system section from the Helix manual. The Helix scooter has the vertical engine and is a good reference for the engine and related problems. You can use the links on the bottom of the pages to navigate the manual. The cooling system chapter describes how to remove the impeller but some of the procedures require special tools. I would work around those procedures if possible. There are several tests in chapter 12 that should cover all the functions of the system. If you don't see the one you're referring to let me know on this thread. CF Moto has a manual for their 172mm cloned engine and you can view it right here.

You test the water pump by first making sure the thermostat is opening. Then you fill the system with water and start the bike with the radiator cap off. When the thermostat opens you should see the water start to swirl in the radiator. You can also fill the system and crank the bike with the hose off of the positive pressure side of the pump. It should push a good amount of water. I would do this before taking the impeller out. If it's delivering a good supply of water I'd leave the impeller alone. I'd try to get some of that crap out of your impeller though, that's a mess. Maybe flushing some water through there would help. Anybody else have some ideas?

The IMPELLER all it does is turn as the crank turns, the fins are not broken so take the boot cap off the plug so it won't start and just hit it once and see if the impeller turns.
All that stuff on it is just RUST caked on so you probably can scrap most of it off. Alleyoop

I have a 2008 YY250T Jonway Motorcycle imported and built by Shanghai JMStar Motorcycle Co.,LTD with a 244CC engine. Marked on the body as an MC 54 250. That is a pretty good repair guide offered by Bashan. The bottom hole on the water pump cover plate is normally the drain plug for changing the coolant. You are in good hands so I will step out for now. .

Thermostats are not expensive. Take the old one with you to an auto store and buy a new one of the proper temp range. .

Right now my scoot is all under covers and the temps are being over the 100's this summer so I stay out of the garage and off the scoot. .

Jenning, if the theromostat does not open up in boiling water then that ONE reason it is overheating. Alleyoop
