I would worry about the compression first. possibly an additive might be in order to free up the rings. They may be just worn too. In any case don't spend on anything until compression in sorted, you need some where around 150 to be riding it. They can be replaced and cyl scuffed or honed. Could also be a leaking valve, check clearance first there.

I bought a generic at walmart about 10 years ago in your price range that is still usable, pants and hoodie top. Bright yellow! Its been used maybe a dozen times, comes in net bag and be sure to totally dry it after use.

You can mix weights too if you make sure the same sizes are opposite each other, so that the balance is not effected.

Just for the heck of it pull side cover and remove belt, then put the side cover back and try it. 50s usually will not start with cover off due to starter shaft bearing is in the cover. Also check that the muffler does not have a nest in it. Mice love to make nests in there. One reason to leave the battery in and start up once a week or so. Cars usually do not have problems like that due to being used all the time.

Brand new I grafted a briggs muffler on a 150cc I bought. It sure did not hurt performance as I always could run 60-65. They do need some experimenting with jets to match the exhaust. Lost about 10lbs on the graft

I don't have one, but I think those who do would tell you to first think it out and then remove some of the small items in the way. Those carbs are removed every day. It was more than likely installed on the motor before the motor was stuffed into the scooter. The worst part of almost all scooters is trying to work on them with out removal of all the plastic that's in the way.

Open up the variator. There are instructions here. After cleaning you will probably want to replace the weights and belt. DO NOT LUBE THE WEIGHTS. A puff of graphite would be ok. Gently lube the metal parts that go on the engine shaft. Weights will more than not have flat spots...wear.
Videos here showing how the variator and clutch pulleys change size,... variator the belt moves to top of pulley and clutch belt drops when given throttle.

The one that is on the engine, lower left by kickstand is the one that has engine size. But beware some manufacturers have put a larger piston and cyl on some of the "50cc's" That have the smaller engine size listed.

Before you are going to get much help the guru's here need to know more. What is the rpm at the fastest on the stand and the rpm while going 15mph? Sitting that long with crapahol in your gas tank generaly means a carb cleaning.

If it was me I would stay stock. You are not going to get gobs of power and even if you did it is still a scooter with scooter handling. Reliability so much better as stock too. If you want to go fast get a bike.

With scooters one thing you have to figure is the plastic that is under the scooter. You probably won't be able to lift directly on the plastic and with it off most have irregular shaped bottoms that will have to be shimmed up.
When I built my garage I often wished I had put a beam in so I could used a chain fall/block and tackle to lift a scooter. Since you can't work on them with out removing plastic and seats that would have been perfect. A large boat winch and a couple pulleys would do the trick.
