A generic start diagram will show what you need to start electrically. You should have all of that on your scooter but not nessicarily hooked up. Trace wires and hook them up as diagram individual ates.

Should be 12 volts DC on one terminl with ignition on. Push start and 12 volts should be on the other terminal. All of the wires that hook up to the main wiring harness connect with a plug and socket usually white in color. They are not always making good connections and you need to check them. A tiny bit of Silicon grease on the pins helps keep them from corroding.

Unless you are willing to search out and purchase the missing component here is what I would do.
Go to our library and get a generic start circuit. Those plugs and wires more than likely contain exactly what you need to complete a normal start. trace out those wires. The voltage required comes from the ign sw to brakes to start sw to the solenoid. when brakes are squeezed and start sw pressed should be 12 to solenoid to run starter.

Get your multi meter out, set it to measure 12 volts DC. With ign on You need 12 volts on one side of each brake switch. This is where the voltage to operate the start solenoid comes from.

Not good. It is not hard to trouble shoot. If it is your brake switch causing the problem scooter is not safe to be riding in traffic. There are simple diagrams here in our library. What you have is more than likely either bad switch or a connector.

Post motor number, it is near kick stand on lower motor case.
Go to our library to find electrical diagram. They are just generic but will be close. There are tutorials there on how to check the stator output. No idea about "missing computer board" near front of motor. You may just have to convert to the old fashioned electronics used in most china scooters. Pictures would help.

x2 swap the whole thing. don't fix what isn't broke. Them scooters are just fine with drum brakes, They don't have the horse power to need a disk. And for that matter before the disk, bikes raced at well over 100mph with drum brakes and managed.
Any one that tells you a disk brake saved their arse on a 150cc scooter was either riding way over their head or is full of crap. The big deal with a disk is they do not fade as easy.

Besides carb cleaning I would be suspect of the auto coke system. I am sure that would be a enricher but am not familiar with what helix and clones use for starting.

What got me looking was the cb300 for $75 a mo. Msrp around 3900. Wow, All good except it got hit with an ugly stick. Went to Honda Web site and looked at dual purpose.........they got hit a whole bunch of times with the ugly stick. They looked like 9 year old Mikey showed the designers his toys. If I were to buy a brand new bike I damn sure want to see all of the engine not ugly plastic.
If I was a bit younger I would have ripped off the plastic on my klx and either made a new gas tank or adapted one with some decent curves. I don't know what has got into the designers with all the pointy plastic crap. Any way that cb sure is a deal for $75 a mo.even if it's ugly. I think Honda is trying to counter Chinese prices.

Am sure you checked voltage before you blocked. Could be wrong pilot jet. Or setup of carb.
Again I repeat....manually blocking or using enricher does exactly the Same thing.

I just blocked off mine completely. Really helped me. Do one change and check results. If blocking it helped then you have another problem.
