Ya I think the belt change first..easier to do and much cheaper..if the problem persists then the needle bearing...I would just replace it, lubing it with lithium grease might give you some life but it is likely done...
When you change the belt take 120 grit emery cloth and roughen up all the pulley faces...

You can't guess...what is in the carb now..then people can recommend...it could be you are running lean... and need an air/fuel adjustment...

Sounds like the clutch is not disengaging..when you are stopped and at idle what happens when you let off the brakes..does the scooter try to move forward?
If it does move you probably have a clutch problem...

If the stud removal is difficult changing out the head will be far more difficult...and expensive...at the very least you need a torque wrench...and a set of metric sockets...replacement head gasket etc
Check the ads at the top of this page, they will all have heads for a 150cc

What size is in it now? I recommend you buy a set of main jets...or try +4 larger than stock...

That amount of oil use is OK, you ride it hard....the O rings...I don't know...there should be some...but perhaps the newer scoots are different. I would recommend using synthetic 15w/40 in the engine...
Should be able to run the engine with the belt cover off ...there were a few scooters in 2007/8 that you couldn't do that, but they long stopped that B.S.
Yup and you save money on gas, parking, insurance etc, etc..cheaper than a bus pass were I live!

Have you checked the level of gear oil in the transmission? It could be low...
You are probably burning engine oil...if you have no leaks... how much oil do you put in when you change the oil? Clean and check around the air filter for oil. Some scooters have a hose running from the valve cover to the air box..it could be plugged...
You should also set the valve gaps..you are way overdue
Pop the cover on the belt andbsee if you can pinpoint the noise..may need to replace the belt..you are about due...much better to replace it than have it break..believe me...
Frankly, these scooters are not designed to run at the red line all the time..it simply wears our the engine rapidly..you might want to get a 150 and your motorcycle license in the future...
The oil plug and dip stick have black O- rings...you would know if either was leaking

Charge them by the hour..electrical diagnosis on these scooters can take DAYS. Not necessarily bad parts...download an elecrical schematic from the library here, there are a number of them. Won't be the exact one but 95 % the same...
The yellow wire powers the headlights..it runs from the stator to the regulator and then out to the lights. On many scoters it is a center tap from the stator and they can go bad...check you voltage there first...

I think the CDI is defective, if the voltage measurement you gave are accurate.
Probably a very weak or slow spark..it will act just like you describe...
