You are not alone.
I too, belong to this club. While I don't have as many as some.....I have way more than I need. All four are licensed, insured, inspected, road worthy, and paid for. I still enjoy the tinkering, adjusting, regular maintenance, and such.....gives a retired guy something to do besides argue with the wife. Since I don't drink, gamble, or carouse with wild women, and I realize 'you can't take it with you'......it doesn't hurt to have a few bucks in bikes.
Life is short, enjoy it.

Preface to my comments: 1st motorcycle/motorbike...52 years ago 38 years as a commercial driver, in that time frame, over 4 million miles operated. Have seen countless fatal accidents traveling those miles At 70 years old, I still have 2 good knees, hips, shoulders.....and truely enjoy riding all 4 of my bikes (including my scoot) Close calls?....Lots of them Crashes?.....Zero
15 years old, first road bike a 250cc? Maybe... if he'd been doing dirt/trail machines since age 10......otherwise, no way. Something a bit tamer will get him to school or work just fine. Llike all of us, he will make mistakes, and be affected by the mistakes of other drivers. Hopefully, when someone does something stupid in front of him, he isn't going 70mph, with insufficient time to take corrective action. He has plenty of time for bigger bikes.....let him get some road experience first.

If could be something other than fuel starvation causing this, and not knowing the exact circumstances of when your scooter shuts down, makes it a guessing game as to what's wrong. Are you running at wide open throttle, or just easing along, when it quits?......A mile or two from the house, or 15 miles into a ride?......Does it pop, fart, bog, loose power before cutting out, or does it just shut down like the ignition key had been turned off?.....Emissions system still intact?.....Are the fuel and vac lines the original rubber ones?.....When were the valve gaps checked last?......I could go on.....but I won't.

Good for you. Bet you are getting anxious to ride it. Mine was delivered on Mar 16, 2012, first time started was Apr 9, 2012, and the first time ridden was Apr 12,2012. Too damn cold to ride here in March anyway, but I spent that time giving it a good going over, every bolt/nut got a drop of blue locktite, every electrical connector got some dielectric grease, re-routed and insulated some wires to avoid rubbing, removed the pair system and all of its unnecessary plumbing, shortened other hoses and lines to a proper length, and of course, installed some quality fluids in the proper holes. The time I spent doing this was well worth it....for my scoot has been 100% dependable (13,000 miles so far).
I guess I'm saying, I know it is hard to have something that needs to have corrections made, before that first ride. But you'll get there.....and the waiting plus the work you've done.....will make that 1st ride, even sweeter.

I know this is like resurrecting the dead, but didn't think an update would hurt anything. My Chinese POS (Properly Operated & Serviced), scoot was due for an oil change, so when I returned from my morning ride I dumped the old, put in the new...and snapped this photo. Scoot is running as good as ever, it just keeps tickety-ticking along.

Not only is it 10mm wider, let's not forget it will be 18mm taller too.....so you'll need 9mm of extra room in front of, and above it.

The wife and I watched a movie on Netflix last night titled "Larry Crowne". Tom Hanks, and Julia Roberts play the leading roles.....there are more than a few scenes where scooters take part in the action. We both enjoyed the film..so..thought I'd pass it along.

You could just roll the 30" pant legs up....making a 2" cuff. "Back in the day"....... if you wore your jeans without a cuff.....you were considered weird.

It's kinda strange how people's experiences differ.
I bought a Kenda a number of years ago.....and swear I wouldn't run another one if they were free. Michelin, or Pirelli are the companies that get my business now. The tires below were put on the same scoot, both were in the drive position, both had balance beads installed.
Here are the numbers ....Kenda K413, 120/70-12, $32.99, Installed at 3011.6, Replaced at 5340.4, total miles 2328.8, cost per mile $0.014 ...Michelin CG, 120/70-12, $50.88, Installed at 5340.4, Replaced at 10380.5, total miles 5040.1, cost per mile $0.010
You tell me which one gives you more bang for your buck.

Or you can...Put in gas, record number of gallons and miles traveled, then ride....put in gas, record number of gallons and miles traveled, then ride....etc. Won't effect the smiles per mile at all, and just might let you know a bit earlier, that your scoot isn't feeling quite up to par.

Classic main jet issue......runs great at low throttle settings.....bogs, wants to die, etc, at or above half throttle.

The line you refer to as having a wire around it, is the drain hose for the carburetor bowl. There should be a screw in the end of it.....yours must have fallen out.
As clean as your engine area appears to be.....I'd say this is a new scooter. I'd also say it needs a PDI performed......not only is the fuel filter backwards, the line between it and the carb, is way too long. Plus, now parts are falling off.
Better get to that PDI, if you ever expect to have a dependable, enjoyable, scooter.

Purrs at idle, bogs down under load.
If this is true....and you have, no vacuum leaks....good fuel flow to carb.....and your air flow is not restricted.....it's the main jet. You can fiddle with the idle mixture screw, til the cows come home, and not effect how the scoot runs from 1/2 to full throttle.
You say it's a new carb, I doubt that it's bad.....just not properly jetted for your particular scoot.
