I never considered the eagle a scooter.....not step through....now the highlander thats a real scooter. john

Yeah it might be called a scooter but the step through is what defines a scooter setting it apart from motorcycles and mopeds. I did mess my droors when i seen that pick its fudge-ing nice! Oh, and lmao at the highway bars.

To me it looks like a mini-motorcycle. NOT a scooter, especially if it has a gearbox.

It's more of a big mini bike. definitely not scooter. But,....cushman did make lots of scooters, just the eagle is not a scooter. At that point in time there was a whole host of similar machines, California bike I believe one was called and then the mustangs, and many more all that were not quite a motorcycle or a scooter. And a lot were made as kits, lawnmower engines and welded tube frames with some sheet metal.
In 1958 I bought my first scooter, a wards made by mitsubishi in japan imported by rockford motors that was a 125cc with a real twist and go transmission just as we ride today. When I started riding, scooters were scooters, the cobbled up mini bikes came later. Popular mechanics and mechanix illustrated were two magazines who sold the minibike plans and completed ones. I believe the shriners were quick to jump on the ones like the eagle as they were perfect for parades and they could buy 20 or 30 that were identical. john
