No, but I have been searching for a selectable RPM limiter like that for ages! I need 12 for our rental scooters.

If the low end is hesitating, try leaning the A/F screw a bit, then readjust the idle level.

It's a legacy arrangement. I looked at my old '86 Spree and the seat lock is held on the exact same way. I think the clips are even the same size.
The way I've seen is to push on the clip so the curved part pushes away from the plastic. It's counterintuitive. It takes a few sharp whacks with a palm against the screwdriver to pop it into place.

Actually the GTS150 is no longer available. I don't have many scooters listed because I'm working on getting ScootKat.com up and running, which will be the internet scooter sales site.

Definitely, it's a breather/vent tube for the CVT case. All Peace Sports scooters started having them last year. I just remove them as they are superfluous. Like you I originally thought they were drain tubes for the gear oil but no, nothing came out.
Some motors have the plug plumbed directly into the vacuum system so it creates a negative pressure in the CVT case to "help" with cooling. I just rip it off before I sell any scooter. It ends up just clogging the CVT with engine vapor and the belts started slipping.

Lock tumbler pushed through the hole and the metal bracket is on the other side of the plastic. The hard part is figuring out how the clip pushed through the cuts on the tumbler.
If you think about it, you need to have pressure pulling the tumbler into the fender. The metal clip goes the opposite way that you would originally think. It goes with the metal tab pointing towards the outside (towards the bracket and the engine bay). The springiness of the "fingers" of the metal clip should push against the metal grooves, keeping it tight against the side of the fender. What I always do is to start it, push a big flat blade screwdriver against the flat part of the metal tab then one two hits to pop it in.

Just to let you know, we do not perform a PDI on the internet only purchases. They are shipped directly from the warehouse in Dallas. However, we will be right there to help you along with your setup. We are toying with the idea of sending out a "PDI Kit" with each new scooter but have not yet finalized any plans. 1 year warranty on parts (where will you find that?) plus unlimited support via email and phone.

You can get a generic ignition switch assembly from dozens of online suppliers. I'm sure you can find someone local who has something that will work. While there are many different styles, you basically just need something to start the scooter. You don't necessarily need one that will lock the steering column. Heck, even a pushbutton start with a toggle switch will work if wired properly.

Unfortunately the running lights on the Tao Tao and Peace Sports scooters don't care what the battery voltage is. They will keep going just like leaving on a flashlight and will deplete the battery. I found that you really need to ride (not idle) for about 15 minutes to recharge the battery on a 50 for whatever power was used for a basic electric start. Just idling it in the garage for 1/2 hour does nothing as the 50cc stock stator does not produce ANY extra power to charge the battery at idle. It needs higher RPMs. I ride to my shop, about 3 miles each way, and I need to charge up the battery once a month, sometimes more often.

To me it looks like a mini-motorcycle. NOT a scooter, especially if it has a gearbox.
