OK the tank is higher than the carb. OK so if I pull the fuel intake off the fuel flows out freely. If I pull carb feed off and turn engine over the fuel drips out not a lot really but then I don't know how much should be. I put a vacuum pipe on the rear as shown still drips out same speed. I connected fuel feed from tank straight to the carb didn't start?. But odd thing is if I spray easy start into the carb from the rear starts straight away. There's nothing odd about it, that is acting as the fuel. So if you connected the tank directly to the carb we know fuel is getting to the carb. Crank it over a few times and then pull the plug. See if it is wet and smells like gas.

That would be my impression at this point. Things seem to be working pretty good until we get to the load point. Then it starts sucking voltage. The most straight forward test is take the load off of the R/R and see what it does. I don't think it's the charging circuit (white wire) at this point so leave it hooked up. My gut tells me it's the yellow wire. Don't run it like that a long time, a few minutes to get some readings, that shouldn't hurt anything.

OK, I read your amended version....I see. Well try the unhooking the headlight. Your right, your stator voltages look OK and then it goes to hell at the R/R. If something is pulling down the yellow wire it will pull down the whole system.

Thank you for everyone's input. I think, with some insight from this forum, I think I may have narrowed down the problem to a clue.
The voltages at the R/R is the same whether the R/R is connected or disconnected.
The R/R plug, measured at the harness: RED=12.5 vdc / WHITE=10.5 vac /YELLOW=6.25 vac, at idle, same exact measurement when connected to R/R. I'm sorry but that is impossible. If the R/R isn't connected you won't get any current through it and therefore no voltages. So I think we're experiencing a breakdown of vernacular on the testing. I'm assuming the above voltages are with the R/R connected to the stator through the harness. The harness connects the two components so there's no regulating device between them. The voltages above indicate an anemic stator or a bad R/R. Your stator voltages look good except I'm a little concerned the yellow is creeping up to 30v AC also, it shouldn't get that high.
One thing I would like you to try is unhook the headlights and rerun your voltage tests with everything hooked up. I'm curious if there's a short sapping the system. Just touch a probe to the R/R white, and then yellow with the other probe grounded. Then test DC on the battery.

How did this ambiguity start up with Chinese scooters? Maybe because they don't speak English? Alley is 100% correct, he showed you a vacuum fuel valve or petcock, it is more often than not called a fuel pump. It does not pump, it opens up when vacuum hits it and that happens when you crank the engine. So if you have that the bypass test would work because they only use the vac fuel valve with gravity feed systems.
This is actually a vacuum fuel pump, it pumps gas when it gets a vacuum from the engine. The bypass test will NOT work with this pump and the tank is lower than the carb. The same applies to an electric fuel pump:
The vendors need to quit listing the vacuum valves as pumps, they do nothing of the sort.
