I'm sorry but you have it wrong. The caliper floats laterally as the piston squeezes the pads. It is dangerous to shim the caliper. That would prevent it from moving like it should:
There should be a pad on each side of the rotor. I only see a pad on one side but it may just be my viewing angle. There is something wrong with the way the pads are installed, the caliper would not rub if the pads were correct. Shimming a caliper is not a standard procedure and there is something dangerously wrong with your brake.

Where's the pad on the other side of the rotor?
The pads float on the rotor, they don't need shims, they find their own orientation.
There are tutorials in the Library on brake service. Just look for the board with "Brakes" in the title.

The ignition switch has very little to do with the starter mechanism. The ignition switch simply energizes the start button so that the solenoid can close the battery to starter circuit:
If the solenoid is engaging the starter with the ignition switch on there is nothing wrong with the ignition switch, solenoid, or starter button. The most likely possibilities at that point are a bad battery or a bad starter. If the battery is 12.5+ get it load tested. I know it's new, new batteries are sometimes defective. If the battery is OK the starter is probably bad. You can put a meter on the big terminals of the solenoid and hit the start button. If the voltage drops to near zero the starter is sucking juice and is shorted.

If your RPMs are bouncing it means you're lean. That could be due to air or vac leaks and that is why choking off the air helps. Here is an article by Alley on the subject. You should check the airbox and all vac lines for leaks. You shouldn't have to rejet once you fix the leaks.

They did that on Lake Erie too. I grew up one mile from the shore. There were countless bars on Lakeshore Drive. The snowmobiles would go from one watering hole to the next and these guys would get plowed. By the end they'd be crashing into each other and I was always amazed somebody didn't get seriously hurt. I find it very strange and counter-intuitive that even though I have social anxiety, I get stir-crazy enough to want to go out somewhere just to be out of the house. I can see now why almost everybody I meet calls me "weird" in a non-offensive way. Maybe continued exposure to yourself causes selfie social anxiety, you don't want to be around yourself. I know I get on my own nerves.
When Americans call somebody weird it's a compliment. It's a badge of honor to be different in our society. I'm not making that up, I learned that in a psych class.
Glavey my chum, I plan on doing a build with a 150cc in a 250 frame. I plan on using your design in the build because I want to use my Frankenstein motor with the exposed cylinder. That way I can keep the temp down and not have a shroud on the engine. There, no thread hijack right? Rich

Here is what you do to check for spark:
- Make sure the killswitch is set to run
- Make sure the key is on
- Put the electrode of the sparkplug (the rounded wire) against the valve cover.
- Hit the start button and see if the plug has a bright blue spark.
