Check the valve cover vent and it if is attached to anything on the other end, disconnect it and put a fuel filter on it and zip tie it up high on the frame...
It is the only way I know to get raw fuel into the sump...from the valve cover and down the cam chain.

HIGH TORQUE STARTER.. I would also get a 30AH battery..no way that little battery will last trying to turn that engine over...

Check for spark when it dies...many pick-up coils will do what you describe

Rich has you covered.. be careful taking the ACV valve apart there is a tiny spring in there.. I always open it and loose the spring and tiny O-ring and have to go buy a new carb... you would think I would learn... right

I agree if you put on a BBK you need a high torque starter...no if ands or buts...

You want to get some clear silicone on those coil connections ... moisture can get in there and cause a short.. the stock coils have a rubber boot over them for this reason...

yes.. the automatic cut-off valve (AVC) on the carb may be stuck or the diaphram is cracked...check the vacuum hose that goes to it... on this pictures it is called the de-accleration vacuum line... use a full gasket on the exhaust... the copper rings are terrible.. Attachments:

Check the rubber tip on the float needle they can either fall off, dry out or crack and case leakage

Cranking opens the petcock, starts fuel to flow.. but it isn't the fuel in the float bowl it is the old fuel in the gas tank that will plug the carb solid...pull the fuel hose off at the carb and see if you have fuel...when you crank the engine...
If there was old fuel anywhere in the tank or hoses then you need to drain the entire fuel system, flush it with fresh gas or carb cleaner, replace the fuel filter with one for a gravity feed and prime the float bowl... then you may have a change of getting it to start if you have spark...

You need to pull the plug and check for spark... Also that starter should run better than that...it is just marginal IMHO. The resting voltage on that battery is high they are normally 12.6-7 volts
The engine isn't firing from what I can hear.
No spark.. check the voltage to the CDI on the red/black and the pulse voltage on the blue/white or blue yellow. You should have at least 50 volts AC on the red/black and .5 to 1 volt AC on the blue white...it will pulse...each time the pick-up coil fires...
Batteries by the way have nothing to do with the running of the engine.. the engines are run from the stator...the batteries are only there to turn the starter and run some running lights perhaps...

If you have a wire wrap on the high tension lead to the plug.. that is the tach pick-up...there is no other...very common on inexpensive tachs...

Any gas left in the fuel tank will get sucked into the jets and plug them.. it turns to varnish in months...if the scooter was stored with gas in the tank..it will plug..
Many people buy stored scooters for $200 because they don't run, clean the carb and sell them for $500++... not bad for 2 hours work!
