The petcock should not allow fuel flow when engine is shutdown. The petcock opens with a vacuum signal from the running engine, and closes with engine shutdown.

Ok. For the record factory setup. Did see tha the fuel filter is sideways! red, I don't see any fuel filter in the pic. I see a fuel line from the petcock to the inlet of the carburetor.

You should not be concerned with the FLIMSY STEERING LOCK on the scoot. LOL....... Understood. Thanks for the quick reply.

The steering lock on my scoot appears to be inoperable. When I insert key, push key down, I can't turn key to left to engage the lock. I've tried turning steering through full arc while attempting to lock the steering with no success. Any technical advice and disposition is greatly appreciated. Thank you

Check the ground connection on the negative side of the start solenoid (control voltage), that would be a place to start. Also if you have a multimeter, check to see if there is 12 vdc control voltage at the start solenoid when pressing start pushbutton.

What about cutting the tube down to leave maybe 1/2" inside tank.

Upon removal of the carburetor for maintenance I came to realize that the carb is not serviceable. The three fasteners for the float bowl are non existent, sheared off apparently at the factory. There is not a way to make an air/fuel adjustment either as there is no adjustment screw, just a blanked off section on the body of the carb. Is this the way they are shipping now? Any insight? Thanks

I just took my scoot out of the crate a few days ago, it is from Scooterdepot. They do take their time shipping I have to admit. Customer Service is mediocre to say the least. Tech Support is ok. The scooter is what I expected pretty much, entry level. I know I got what I paid for, and it is not going to get heavy use. They are shipping me a new carburetor on Monday as I am experiencing problems with this one. We'll see.....
