8 pole will produce more power than 6 pole. you can pull a 6 pole and put an 8 pole in but probably will need to upgrade the r/r to handle the extra power. i don't know if wiring will be plug and play.

carb cleaner, seafoam and similar items might get it started and running but are no substitute for a thorough cleaning.

yy50qt-12 should be a 139qmj engine. standard belt size is normally 720-20-30 i believe. someone please correct me if i'm wrong. most auto parts stores should have a belt size tool to measure with.

you state that there was water near the air filter and i wonder if it got sucked in hence the bogging and not running.

after you've done like cyborg suggests, i would recommend replacing the spark plug, air filter, and all the other pm stuff, checking the air filter and muffler for critter leftovers and finally consider adjusting the valves.

most scooters use the same basic platform with differing body styling. i'm going to assume you have the 50cc model? not sure how to get the front off for the lights. hoses either go to the fuel system or the emissions system you'll have to find out which. non ethanol fuel is what you want. ethanol will ruin a carb on any small engine. it will run on regular 87 but it probably like the higher octane better. loss of electrical could be bad or undercharged battery, dirty or loose cables or dirty or loose ground to frame connection.

how i usually do mine is to get the new one, tape it end to end with the old and pull it all thru as one piece. may not work that way if your cable is broken tho.
