Have you check your fuse box? sometimes the fuses look good, but they can be bad. Have you check all your connections, (3 way plug/ 4way plug etc) especially near your R/R. What does the battery read when scoots not running Is it the 12.90? how much when rev up?

Check those connections above your R/R. I had classic signs of a bad R/R, turn out to be a melted 3 way plug coming from my startor, because it came loose and wasn't making good connection. Attachments:

A new battery should read around 13 (when scoots not running) and should read 13 to 14 rev up. like bhinch said.

I noticed today as I went scoot was running real good, even the clutch was working the way it should, (I tighten the intake clamp before I left) after about 13 mile, I notice the scoot surgibng or missing at stop light, I'm just wondering if that intake clamp working its way loose again and would effect the idle? Still looking for a good clamp.

Sounds like your running too lean, what did you set a/f at? and have you check all vacuum lines and intakes to make sure they are tight?

First I'd do what Alleyoop said to do, I would also check the front intake manifold clamp, it could be loose, happened to me today, stop at stop sign and scoot shut off, (yep, intake clamp was loose) easy fix, got the exaust clamp holding, need a clamp for intake, still looking because it needs a skinny clamp.

This morning I did turn the idle down a little, when I first start out my clutch is working good, it seems after I'm riding 5miles or more it does this, and not all the time.

Thanks Bashan That's what I thought (when I sanded them about 2 weeks ago I didn't notice any broke, I check it out) not sure which springs to get, probably the low rpm's? (I think they are black)
