Adjust the valve gaps.. it is a huge GOTTCHA on these 150cc engines. .004 intake and .005 exhaust
Change the belt.. buy a Bando or Gates...brand.
Change the fuel filter with one from a riding mower, generator etc.. gravity fee.. $5
I would replace ALL the hose on the engine.. both fuel and vacuum , Tygon yellow hose is great! Should get it from a chain saw, snowmobile etc place...
On an 2008 I would replace the pick-up coil.., they are easy to get to behind the fan.. 2008 had BIG problems with them.
Replace the valve stems on both wheels.. the 2008 used terrible plastic and they crack and you can get a blow-out at speed...this is a REAL safety issue on 2008s
Change the engine oil every 500 miles and change the gear oil as well...
I would also replace all the bulbs on the scooter..they are due to fail any day now

Some stators have a floating ground.. sounds like you have the wrong type.
One type has the yellow and white on opposite ends of 7 coils. (floating ground) The second type has white on one end and on the opposite end a ground (grounded stator - center tap). The yellow wire on these is a center tap.
So.. the problem is that the stator and regulator are mismatched...you need to figure out what stator you have an get the right regulator/rectifier and my guess would be a 7 pin...

Sounds like someone has messed with the drain hose... just get a golf tee and plug the long carb bowl drain hose...
As for the vacuum , we will need pictures.. you have something hooked up wrong or the ACV valve is open and you are loosing vacuum pressure...
Follow the diagram.. and check your connections.. if they are like the diagram it will run...
Probably a good idea to just order a new carb if you are having these problems...

Sure more displacement more power than a stock 150cc.. what are you trying to do? Ride the freeways at 70mph all day...ain't going to happen on a scooter under 450ccs.
The 150cc scooter are generally urban rides...with a bit of 60mph, anything else get a motorcycle or a BIG scooter

If the filter is foam...wash it is hot water and dish soap and let dry for a couple of days... No better filters unless you want to loose the entire air box and use a K&N on the carb intake... www.knfilters.com/

Sounds like you have a fuel flow problem to the carb.. you are burning gas in the fuel bowl and then it gets empty and the engine dies...need to check your fuel flow, petcock, change gas filter etc...
Might be the enricher isn't working etc

PCV is positive crankcase ventilation ..vents the crank case on cars etc... (crap) ACV is a acceleration cut-off valve...it stops backfiring when you let off the gas...it enriches the engine Sounds like you have a vacuum hose leaking or you haven't got them hooked up correctly... The diagram is a basic set-up for most scooter...vacuum and fuel lines Attachments:

You have something hooked up wrong possibly.. and there is no PVC valve on a GY6 do you mean the ACV valve on the right of the carb also called the de-acceleration valve??...you have a vacuum leak or a line not connect right..Pull the cover off the ACV valve and check it out...

I think you have a bad petcock...you can test it. remove the vacuum line the one that goes to the center and the fuel line to the carb. Then suck on the vacuum hose with your mouth.
Gas should pee out of the petcock.. if it doesn't stream out the petcock is bad and needs to be replaced..
Another test.. remove the air filter and see if it will start
Yes there should be a thin crush washer on the plug

The petcock is out of the frame at the top? Move that hose away from the rear spring coils.. they can and do get pinched...one filter is all you need
Also the spring clips at the 'T" are doing nothing...could have a vacuum leak.. best to replace them with 5" zip ties..
