If a scooter does not start in 3-4 clicks of the starter button something is wrong...trying for 15 minutes will burn out the starter motor if it hasn't already...
Check for spark, check for gas flow at the carb...
You holding one of the brake handles down? The side stand is in the up position and you are on the center stand?

The only red plug on a scooter is from the enricher on the carb. It connects to the harness on the right hand side (white plug) You can see it in this picture... Attachments:

This is what they sent you black or grey plastic... intake elbow rised...won't last 02 seconds as an exhaust gasket!!! Attachments:

Do you know you need to have the engine case halves machined?? That BBK doesn't just slip in...it is a ton of work and expense.. just so you know...

Ya the kick starters are just for emergency starts.. I agree with Rich..pull the CVT cover and see that is happening.. sounds like the kick starter is slightly engaged and grinding...

2 fuel filters is not stock and the are probably automotive filters...get yourself one fuel filter for a riding mower, generator, snowblower etc... If they were car filters then two filters would certainly restrict fuel flow...may be your whole problem.. but at least you can change to a gravity feed filter and rule that out... Even if you have a fuel pump... two filters will certainly restrict fuel flow Attachments:

GY6 has a cam stopper on the exhaust valve.. if the engine starts in reverse the mechanism opens the exhaust valve... it is safety feature. You may want to check that it is not damaged or broken and bouncing around under the valve cover...they do NASTY things to the valve springs and eventually fall into the engine and BANG!!!! Should it be engaged you need to rotate the engine forward (counterclockwise) with the variator.. they can be VERY stiff..may need a socket and a breaker bar to get it free Attachments:

Looks like part of the emissions system...someone used an old spark plug to plug it...!!! ;-)
OK if the battery reads a full charge, when you turn the key do any light come on? like the dash, back riding lights etc...

NOOOOOOO that is not the exhaust gasket it is the intake elbow riser...for the carb It is plastic.. the monkeys you ordered from sent the wrong thing...but keep it, they often crack and need replacing... You need the right gasket see the picture it is aluminum and asbestos Attachments:

There is a magenta (pink) wire on the R/R on some scooters and it connects to the white wire from the stator...

Ya most enrichers before 2008 had resistors.. now they are built into the enricher or not required

The chain guide are not just a 'slip in' replacement they require the head to be removed to replace the lower one and the top one is done from the CVT ...fairly major engine tear down unfortunately
You should download a shop manual and check out the chain guide pivot points...
the cooling shroud is important it is what cools the engine... the only time you can remove them is if you have NO body work...and even then the engines run very hot...
The fan cools these engine and without the shroud they overheat and die

That spark plug to the left of the picture is being used to plug a hose for some reason...
How was the battery checked.. at a dealer's with a load test for batteries?
