Haven't rode but 2 times this season since I was down for back surgery but my battery was low when I did finally try to fire her up a few weeks ago.
Gave it a jump and rode around for a minute only to find it was the same the next time so I went out to find a battery today, only to find all of them around me were just a hair too tall to set under foot so I popped the top and added some eletrolyte (acid) from another battery I had on the shelf in hopes it works for the time being.
I have a rally I would like to attend in two days and can't get a new one shipped in time. So fingers crossed it holds up because after putting the BBK on it is a P.I.T.A. to kick now.
So if all goes well I'll see at least 100+ miles clocked on her Saturday, making up for the down time all summer.

Look from the side or Remove the seat bucket and look to see if the cable moves fully when you twist the throttle. It should give resistance as you twist and snap back If you let go.
If it dont
Go through things one at a time after to narrow down the cause, from the twist grip to the carb.
Post pics if you question anything's condition or reference pics online.
*Side note Where are you in the mitten?

I've toyed with the idea of taking the cover off running up to 35 (GPS'ed) and pulling needle and putting back on.
Did this to a car I had to repair the speedo and worked well.
Not sure if I care enough to bother with it though.

Michigan it is or was 125cc on the interstate before they upped the minimum speed but if I had to be pinned to do 70 mph it's not something I would suggest. If you have the option to use byways that top speed is 55 to 60, I would use those or the city to commute.

Back story on the kid?
Has he rode dirt bikes, quads, mini bikes?
Has he rode bmx/mountain bike? Not meaning have they put cards in their spokes and rode around the block but has he jumped it and pushed it to the extremes?
Kids now a days are a little farther along than kids back in the 60s 70s and 80s In regards to Knowlage and use of motorized implements but ultimately it is up to you and how you feel about it.
We are not you and don't know of him and his abilities so teach and buy accordingly.
As far as the bike keep it as new as possible to keep gremlins and mechanical failure to a minimum.

I've had bikes so this is something new.
One guy I follow on YouTube goes everywhere and that appeals to me greatly.
Come spring I'll look a bit harder after I researched the models that will work for long hauls and weight.
Even at 15mph it would be awesome buzzing around.

For the price point of a nice used bike I could be buzzing around with my knees in a real breeze...

Thanks. I actually found the carb drain valve still attached to the underside of the scooter. I cleaned the carb, started it up, and saw a small gas leak. Turned it off so that I could get to the other side and inspect it closer. Went to start it, and nothing! Brake lights and turn signals work, but it won't crank at all! It was at the end of the line connected to the cvt cover.
I think I typed carb drain valve to find it

Numbers don't lie I mean I am not one of those guys standing around a car at the track in a cool shirt but I am a guy that added More cubic centimeters and can do simple math. 4.85 difference tells me that wind resistance and weight didn't allow previous engine configuration to reach final drive's potential.
