Your question doesn't make much sense. Do you mean what is the alternator (stator) output in volts on a 300cc scoot?

A guy near me has a 244cc Roketa that is overheating. The temp gauge does not work, but the fan comes on. After a while it gets hot and starts erupting from the overflow bottle. Other than blocked lines, what am I looking for? Water pump?

Halogens are HOT and LEDs are not. At least no where near Halogen heat.

V Star is Yamaha.
I think Polaris owns all three of those. Can-Am, Indian and Victory.

It's not a question of brand. It's a question of reliability. I don't care who builds it if it works the way it's supposed to.
Plus right now I'm not in the market for another one.

I'd like to see a 550 or 600 that's not crazy heavy like the Burgman is. Insane. It can't be that hard to build a scoot that can actually compete with some bikes for a decent price.

We have no idea how big your hand is. If you take the belt off and lay it next to a ruler so it can actually be measured. Or better yet, give us the size that's printed on it.
And why are you going 'cheap' that's why it needs replacement so soon. Go with a Gates Kevlar belt.

Trashman is correct. Don't save a few dollars and wind up having to do it all over again. When you open a seal or gasket, just replace it. No, you don't have to, but you might as well.

Should be fine. It's one of the strongest parts of the bike.

Here is a great video that just goes over a bunch of different options. Not much detail but it helps to give you ideas on the different types of luggage there are.

Very nice Mike. I know you had fun!
Your scoot is a Jap bike, NOT a Chino scoot and so you will get better than average results from it. But always be sure and take the spares with you that Alley listed. AND a decent tool kit that will let you change those same spare parts.
I would actually get a set of saddlebags and a trunk for it. You'll be able to carry more without compromising your balance and safety.
Ft. Ord is a school now? I was there in '80 for about 12 hours. Never did get to check it out. I was waiting for the next hop home.
