Are you mixing the gas to oil correctly? Using 2 stroke oil and not engine oil?

You need to check the front and rear wheels are aligned...I have seen scooters like that and it was the body work in most cases.

Check the variator as well some have a washer in them that effectively works as a limiter...

I always mark the face of the starter clutch washer..because as Randon Hero says (and knows too well) the washer only goes on one way...
Great job Rich! When you do the rebuild can you do some closeups of the chain guide pivot points...it seems to confuse people...

You wouldn't think that the casting would change ...but you never know..I would just use washers and shim it over..it is far more important to have the front and rear wheels in alignment...use a length of string, pulled tight to check alignment, or perhaps a piece of straight 2 x 4.
It could be dangerous riding with the rear wheel out of alignment with the front wheel...

What factory chain? Chains come in stock, 90 links, and special use... 92, 94 and 96 links. Shim the jug ..what is the problem?

Sounds like your battery isn't getting charge from the stator..could also be the rectifier/regulator etc...

Yup Rich and the GY6 is not a Honda engine either like you will see all over the internet...they had a similar engine but it is not a GY6...all the oil flow was external to the block and many other differences.

Before you pull the pick up coil check the ground from the engine to the frame... they often go bad and cause the 'no spark' situation. If the ground is good check the pick up coil.

Take the battery in to an auto supply place get a load test done..it is usually free...

All GY6 engines should run regular fuel, unless there are reasons like altitude. It is a new scooter and tight ..wait until you have a few hundred miles on it before worrying about top speed... change the oil at 100miles...750 ml of regular 10w/40
Vary your speeds and don't ride WOT... short trips of about 15 minutes and then let the engine cool down...

For a rebuild I always use physical Top Dead Center...the timing marks are inaccurate and confusing, IMHO.
To set the valves in a routine adjust.. I use a rollover method..it accounts for cam wear etc. and is easy...
1. Remove the spark plug or back it off so it leaks compression 2. Remove the valve cover. Remove the fan cover 3. Using the cooling fan with a wrench or turn with your hand, rotate the engine CLOCKWISE 4. Watch the valves. 5. When the INTAKE valve, the top one, is all the way open (the rocker arm is pressed all the way down) stop rotating the engine 6. Loosen the locking nut (9mm) on the EXHAUST valve, the bottom one, and using a feeler gauge with oil on it, turn the adjuster screw until it is .005 inch... 7. Tighten the locking nut and re-check the gap to .005"
Then
8. Rotate the engine again, CLOCKWISE until the EXHAUST valve is fully open (the rocker arm is pressed all the way down) 9. Now adjust the INTAKE valve, the top one, and set it to .004 inch 10. Tighten the locking nut and re-check the gap to .004" 11. Replace the valve cover 12. Screw in the plug, replace the plug boot and start up the engine...
On some engines if you find there is too much valve tapping, you can back it off these settings by .001 INCH or so.
Some people set both valves at .004 INCH…
