Rich you are the best bullet list guy I know!
Sure you can run it without the battery in the scooter you may have a short in the battery which is causing the problem ...disconnect the red wire and give it a try.
This has been dictated from an iPad.. gotta love this...

Likely the wrong rectifier..it should be putting out around 13.0 volts at idle to the battery...or the stator is failing..there isn't enough voltage for some reason..
Your headligts could be AC or DC it would help to know which they are..

You can run it all Ac..The lights don't care what type of voltage they get as long as the voltage is in the ballpark of 12-13 volts...
Most stators have a 13 volt Tap or a separate coil that will work just fine...

The ring stagger is very important on the GY6 engine.. if its isn't right you won't get 1000 miles out of a set of rings Attachments:

Metric is standard...for the rest of the world.
Don't worry about the load rating but buy decent tires and the highest speed letter you can aford...
Generally name brand tires like Bridgestone, Michelin, Pirelli, Avon etc, will out wear the Chinese tires by a factor of 3 or 4
After you have replaced the rear scooter tire you will understand why it is better to do this once and get decent tires... that will last a long time.

Not a great idea.. the kickstarters are not designed for daily use...
Just remove the battery..it is used to fllter DC current and smooth the peaks.
The ballast resistors are only there to balance the DC system and hold the voltage to a degree for battery charging. May prevent the RR from overheating..don't know...
If you go the kick onlyroute order spare prt of the kickstarter..especilly the two larger gears, they bend REALLY easily...

You can't guess on torque and most people over torque with an impact wrench.. they are terrible for this application...and you will drive the kickstarter gear so far up the crank taper you will never get it off...
I have seen it ..oh about 300 times...the engines are basically finished... when this happens...

You know that is how the work on engines in China etc.. they would never work on an engine in the bike they simply 'pop' it and put it on the bench.. just like you have...
Saves the back and is SO much easier to work on...
Good job..Rich

Do you have a ground wire running from the engine block to the frame? There must be one or you won't get spark. Actually check all your ground connections to the frame..those connections can be a problem. Follow the black wire from the battery to the frame
May want to invest in a multimeter...every scooter should come with one as standard equipment!
