if the scooter has been sitting more than 30 days untreated then it's a good bet that's not gas anymore. clean your fuel system and especially your carb. use some kind of fuel stabilizer for long periods of inactivity.

it's in your best interest to fix the exhaust as an air leak anywhere can cause problems or even damage the motor.

yes, there should be a hole on top. turn the engine by hand to verify it is there. i usually remove the spark plug and insert a plastic straw into the cylinder to verify it's on the compression stroke before lining up the timing mark. then adjust valves.

unless the fuel pump is malfunctioning, i would leave it. if it ain't broke, don't fix it. otherwise you can eliminate the pump, run a direct line from the tank to the fuel inlet of the carb, and block off the vacuum source on the intake manifold and hope your carb gets enough fuel.

might be a bad ground somewhere. if the horn is the only thing that doesn't work, why kick start? does the starter not work?

i think the stator only puts out ac voltage, not dc. voltage is converted by the regulator. increase rpms to 2000/3000 and retest. stator may not put out much voltage at idle.

there is really no set time or mileage interval for valve adjustment, just check when engine starts to act up or run poorly.

did the new carb get new jets? bigger displacement calls for more gas. your jets may be too small or the new carb may still need adjustment.

I think I still have a dwell meter someplace..... back to the op.. it's not that hard to install a new stator and lose the woodruff key, I've done it lots of times.

40f-50f isn't cold. here it can get to -20f/-30f and some folks switch to a lighter weight oil for the winter. you can try a 10w30 and see what happens.
